They missed the opportunity to make a "creeping death" skill synergy for in combat usage of optical camo. You'd be able to use the tuner charge to maintain healing 15% on kills. Lv. 60 Headhunter is just not enough to keep optical camo going and get that 15% on kills. Edit: it works. Optical camo just sucks in combat in general.
