Rural carriers may use that 30 minutes any way they choose and break it up how they choose. For example two 15 minute breaks. All mail pulled out of DPS counts as raw mail. Subs won't necessarily count all the 3M mail, hold mail that comes out of DPS, or know the UTF letters so will deliver them instead, or count the forwards before forwarding them . . .
